SLAJ-iVerify has fact-checked the claim that there was no valid Environmental Impact Assessment (EIA) done for the Black Johnson Fish Harbor project and found it to be false. To arrive at this justification SLAJ-iVerify did the following:

SLAJ-iVerify contacted the Environmental Protection Agency (EPA), which confirmed that an Environmental Impact Assessment had indeed been conducted for the community. The EPA provided a signed copy of the Environmental Impact Assessment License issued to the Ministry of Fisheries and Marine Resources. The document states: “The Ministry of Fisheries and Marine Resources has fulfilled the requirements for obtaining an Environmental Impact Assessment License.”

SLAJ-iVerify also reviewed a draft report titled “Environmental, Social and Health Impact Assessment (ESHIA) Study for the Development of an Industrial Fish Harbor Complex at Black Johnson, Western Sierra Leone.” This report, submitted by the Ministry of Fisheries and Marine Resources, details the preparation of a final ESHIA report necessary for obtaining an EPA license for the fish harbor construction project. The report outlines various key activities undertaken, including an inception meeting with stakeholders, literature review, geotechnical studies, and a comprehensive assessment of the ESHIA studies required. It also discusses the development of management plans such as the Construction Management Plan (CMP), Environmental and Social Management Plan (ESMP), and Resettlement Action Plan (RAP), as well as the process of finalizing the ESHIA report through public review and consultative meetings.

Likewise, SLAJ-iVerify also reviewed online publications and found evidence indicating that an EIA had been conducted for the project. For instance, the Conservation Society of Sierra Leone reported that on January 16, 2023, the public was invited to the third Public Disclosure of the Draft Environmental and Social Health Impact Assessment and the Engineering Feasibility Studies for the proposed Fish Harbour Development Project at Black Johnson, Western Rural District.
